Onondaga County Sex Offender Overview
How to Search for Sex Offenders in Onondaga County
The NYS Sex Offender Registry online subdirectory is the primary search tool for Onondaga County sex offenders. Select "Onondaga" from the county dropdown to view all Level 2 and Level 3 offenders. The database is free to use and runs at all hours. Results include photos, full addresses, convictions, aliases, and vehicle details for each offender.
Level 1 offenders do not show up in the online search. Call 1-800-262-3257 to check if someone is a Level 1 sex offender. You need the person's name and one identifier: an exact address, date of birth, driver's license number, or Social Security number. The phone line operates from 8 a.m. to 4 p.m. on weekdays.
Onondaga County has a higher number of registered sex offenders than many upstate counties due to its larger population, which includes Syracuse. The Syracuse Police Department and the Onondaga County Sheriff's Office both play a role in monitoring offenders. You can contact either agency with sex offender questions or concerns.
Onondaga County Sheriff's Office
The Onondaga County Sheriff's Office is responsible for sex offender monitoring throughout the county, including areas outside the city of Syracuse. The office verifies addresses, conducts compliance checks, and handles community notifications for Level 2 and Level 3 sex offenders.
- Address: 407 South State Street, Syracuse, NY 13202
- Phone: 315-435-1800
- Emergency: 911
The sheriff's office operates the Onondaga County Justice Center. Deputies carry out regular home visits to confirm sex offenders live where they claim. Level 3 offenders must come in every 90 days for an in-person address check. If an offender fails to register or misses a verification, the office files charges. First-time failure to comply is an E felony. Later violations are D felonies.
Within Syracuse city limits, the Syracuse Police Department shares monitoring duties. Level 3 offenders in the city can verify their address with Syracuse police or the sheriff's office. Both agencies report to DCJS, which updates the statewide registry database.
Sex Offender Risk Levels in Onondaga County
A judge assigns a risk level to each sex offender after a hearing. The judge scores the offender using a standard instrument that weighs offense severity, use of force, victim age, number of victims, substance use, and prior convictions. The score places the offender at one of three levels.
Level 1 is low risk. These offenders register for 20 years. Their address info is limited to ZIP code. Level 2 is moderate risk with full address disclosure and lifetime registration. Level 3 is high risk with full address disclosure, lifetime registration, and 90-day in-person address verification. A designation of sexual predator, sexually violent offender, or predicate sex offender means lifetime registration at any level.
Level 2 offenders without a designation who have been on the registry for 30 years or more can petition the sentencing court for relief under Correction Law Section 168-o. Level 2 and Level 3 offenders can also petition for a risk level modification, though the court decides based on the evidence presented.
Sex Offender Registration Act in Onondaga County
The Sex Offender Registration Act controls all sex offender registration matters in Onondaga County. SORA is in Correction Law Article 6-C and has been the law since January 1996. It covers New York convictions, matching out-of-state convictions, and federal or military offenses.
Onondaga County Court and the Supreme Court of Onondaga County hold SORA hearings. The Onondaga County District Attorney makes risk level recommendations. For prison releases, the Board of Examiners sends a recommendation 60 days out and the court sets the level 30 days before release. For probation cases, the hearing is at least 45 days after sentencing. The DA files a recommendation at least 15 days before the hearing date.
Every sex offender in Onondaga County must also report internet accounts and email addresses to DCJS. Failure to report changes within 10 days is a felony under the Electronic Security and Targeting of Online Predators Act.

Residents can also visit the sheriff's office or a Syracuse Police precinct to view the subdirectory in person.
Where Sex Offenders Can Live in Onondaga County
SORA does not impose residency buffer zones on sex offenders. Onondaga County and the city of Syracuse cannot create their own restrictions. The Court of Appeals ruled in People v. Diack that the state has fully occupied the field of sex offender regulation, leaving no room for local laws.
The Sexual Assault Reform Act does restrict certain offenders from knowingly entering or living within 1,000 feet of school grounds when the victim was under 18 or the offender is Level 3. Parole and probation officers can set case-specific conditions for individual offenders, such as staying away from parks, playgrounds, or places where children gather. These are not blanket rules but rather individual supervision conditions.
