You can reach them by phone at 315-755-4300. The Sheriff's Office works directly with the New York State Division of Criminal Justice Services to track sex offenders who live in Jefferson County. This includes making sure offenders follow all registration rules set out in Correction Law Article 6-C.

Deputies from the Jefferson County Sheriff's Office conduct address checks on registered sex offenders. Level 3 sex offenders must verify their address in person every 90 days with local law enforcement. Level 1 and Level 2 offenders have less frequent check-in requirements, but the Sheriff's Office still keeps tabs on them. If an offender moves within the county or leaves Jefferson County entirely, the Sheriff's Office gets notified by DCJS so records stay current.

The Sheriff's Office also handles complaints from the public about sex offenders. If you believe a registered sex offender is not following the rules of their registration, you can call 315-755-4300. Deputies will look into the matter. The office can also help you understand the risk level system and what information you can get about specific offenders in your area.

There are four ways to get sex offender information in Jefferson County. The most common method is the NYS Sex Offender Registry online search. You can look up sex offenders by last name, by selecting Jefferson County from the county list, or by ZIP code. The search is free and runs around the clock. It shows photos, addresses, convictions, and vehicle details for Level 2 and Level 3 offenders.

The second way is the toll-free phone line. Call 1-800-262-3257 between 8 a.m. and 4 p.m. on weekdays. This is the only way to check on Level 1 sex offenders. You need the person's name plus one piece of identifying info: an exact address, date of birth, driver's license number, or Social Security number. Staff at the registry will tell you if the person is registered.

Third, you can contact the Jefferson County Sheriff's Office directly at 315-755-4300. Deputies can share information about sex offenders in your area based on their risk level. For Level 2 and Level 3 offenders, this includes photos, exact addresses, and conviction details. Fourth, you can visit the Sheriff's Office in person at 753 Waterman Drive in Watertown to view the sex offender subdirectory on site.

Sex Offender Risk Levels in Jefferson County

Every sex offender in Jefferson County gets a risk level after a court hearing. A judge scores the offender based on factors like use of force, victim age, number of victims, and substance use. The result is one of three levels. Two sex offenders with similar convictions can end up at different risk levels based on case specifics.

Level 1 is low risk. These sex offenders must register for 20 years unless they carry a special designation such as sexual predator, sexually violent offender, or predicate sex offender. Their address info is limited to ZIP code only. The public cannot find them in the online directory. Level 2 is moderate risk. Full address is public. Law enforcement can share their photo, name, aliases, and crime details with groups that serve vulnerable people. Level 3 is high risk. Their info is in the online subdirectory, and local law enforcement must notify schools, day care centers, and other organizations in the area.

Special designations matter a lot. A sex offender with any designation must register for life, even at Level 1. All Level 2 and Level 3 sex offenders also register for life. Under Correction Law Section 168-o, a Level 2 offender with no designation who has been registered for at least 30 years can ask the court for relief from further registration.

Sex Offender Registration in Jefferson County

Registration starts at the time of conviction. The court certifies the person as a sex offender and sends the paperwork to DCJS. DCJS enters the data into the statewide registry and forwards the info to the Jefferson County Sheriff's Office. From that point on, the Sheriff's Office handles local monitoring.

For sex offenders going to state prison, the Board of Examiners of Sex Offenders gets involved at least 120 days before release. The Board reviews the case and sends a risk level recommendation to the sentencing court at least 60 days before the offender gets out. A hearing happens, and the judge sets the risk level at least 30 days before release. The facility registers the offender at least 15 days before release and sends the form to DCJS at least 10 days before. Under Correction Law Section 168-l(8), a missed deadline by any agency does not remove the offender's duty to register.

Sex offenders placed on probation follow a faster process. The court registers them at sentencing. A risk level hearing is scheduled at least 45 days after the sentence. In many cases, the hearing happens at sentencing itself. The District Attorney makes a risk level recommendation at least 15 days before the hearing. Once the level is set, DCJS updates the registry and alerts the Jefferson County Sheriff's Office.

Sex Offender Notifications in Jefferson County

Jefferson County residents can sign up for free alerts through the NY-ALERT system. When a Level 2 or Level 3 sex offender moves into or out of an area you care about, you get a notice by email, text, fax, or phone call. You pick up to three locations by county, ZIP code, municipality, or specific address. Most people register their home address, their workplace, and their child's school.

This alert system has been active since March 15, 2010. It only covers sex offenders in the public subdirectory. Level 1 offenders are not included. You can sign up through the NYS Sex Offender Registry website. The service is free and takes just a few minutes to set up. Changes to your alert preferences can be made at any time.

Beyond the alert system, law enforcement in Jefferson County has its own notification duties. When a Level 3 sex offender moves into an area, the Sheriff's Office must compile a list of vulnerable organizations in that jurisdiction. This list includes school superintendents, park superintendents, libraries, school bus companies, day care centers, nursery schools, neighborhood watch groups, community centers, civic groups, nursing homes, victim advocacy groups, and places of worship. These organizations get notified so they can take steps to protect the people they serve.

Legal Rules for Sex Offenders in Jefferson County

New York's Sex Offender Registration Act, or SORA, is the law behind the registry. It sits in Correction Law Article 6-C, Section 168 et seq. SORA spells out who must register, how risk levels are determined, what info is public, and what happens if someone fails to comply. Failing to register or verify an address is an E felony for the first offense and a D felony after that.

The Electronic Security and Targeting of Online Predators Act, passed in 2008, added internet reporting requirements for all registered sex offenders. Every sex offender must report email addresses, screen names, social media accounts, and other online identifiers to DCJS. Changes must be reported within 10 days. Failure to report internet information is treated the same as failure to register. DCJS can share this data with social networking sites that have members under 18.

SORA does not restrict where sex offenders can live in Jefferson County. There are no statewide residency buffer zones. However, the Sexual Assault Reform Act bars certain sex offenders from entering school grounds or living within 1,000 feet of a school when the victim was under 18 or the offender is Level 3. Sex offenders on probation or parole may also face case-specific conditions set by their supervising officer.
